Chief James Serrano embarked on his firefighting journey as a volunteer in Richmond before transitioning to a full-time firefighter in 1994. He underwent training at the TEEX Brayton Fire Training Center for his firefighter certification and later pursued his peace officer certification at the Gus George Law Enforcement Academy.

Since 2003, Chief Serrano has been an integral part of the Sugar Land Fire Department, progressing through various roles such as firefighter, fire inspector, arson investigator, Assistant Fire Marshal, and currently serves as the Assistant Chief overseeing prevention efforts.

Apart from his duties in Sugar Land, Chief Serrano is actively involved with the Pecan Grove Volunteer Fire Department as an Assistant Chief focusing on Operations. He has also contributed as a lead instructor at a local fire academy and is a member of prominent associations such as the Texas Fire Marshal’s Association and State Firefighter’s & Fire Marshal’s Association of Texas.

Chief Serrano's educational background includes a Bachelor’s Degree in Emergency Management Administration from West Texas A&M and an Associate’s Degree in Fire Science Technology from Lone Star College. Additionally, he holds master certifications in various areas such as structural firefighting, fire inspection, arson investigation, and peace officer duties.
